Speculations surrounding the withheld Osun State Local Government allocation has taken a fresh twist as a letter allegedly issued by one of the sacked All Progressive Congress (APC) LG Chairman ordering the United Bank of Africa (UBA) to pay 15 percent of the allocation into a private account surfaced online.
The council leader identified as Bayo Oyekanmi, chairman of Boluwaduro LGA, had allegedly co-signed the leaked letter with the council treasurer, Lasisi Oyebode, and addressed it to the UBA Manager.
As contained in the letter, Oyekanmi instructed the bank to deduct 15 percent from the allocation of the council, which he confirmed to have been paid into the council’s account, to be transferred into the account of one Layonu and Co as legal fees.

The chairman in the letter gave the account number of the beneficiary as 1015309269.
The letter read, “We wish to direct that fifteen percent (15) credited into our account No 1028534678 in September 2025 be deducted from Abiodun Layonu & Co. Account No: 1015309269 of United Bank for Africa as unanimously agreed at our general meeting held on 26 September, 2025 as legal fee.”
According to reports, a check on the details showed that the account from which the money was to be debited bears the name ‘Boluwaduro’.
Also, the name on the UBA account number of the beneficiary who was to be paid 15 percent of the allocations was Abiodun Layonu & Company.
The new revelation had again raised eyebrow over the whereabout of the LG allocation which the Peoples Democratic Party had earlier claimed to have been released.
NPO Reported that the PDP had challenged the APC to disclose the accounts into which the fund was released.
While the APC had admitted that the fund has been released, the PDP held that the officers in charge of the local governments’ treasury are yet to receive any payment as claimed by the APC.
