The awards, organized by the Bureau of Public Service Reforms under the Presidency, were presented at a high-profile ceremony at the Banquet Hall of the Presidential Villa, Abuja, bringing together leading reformers and policymakers from across Nigeria.

At the event, the Enugu Geographical Information System (ENGIS), led by Chiwetalu Nwatu, received the Award of Excellence in Geographic Information Service for its groundbreaking achievements in digital mapping, land administration, and geospatial intelligence.
This recognition comes less than a year after Governor Mbah signed the Enugu State Geographic Information System Service Bill into law in March 2024 and commissioned the ENGIS platform on December 16 of the same year.
Since its establishment, ENGIS has revolutionized land administration in Enugu State by reducing land title processing time from endless bureaucratic delays to just 48 hours. It has digitized land records, drastically curtailed land grabbing, and resolved multiple land disputes—positioning the agency as a key pillar of the Mbah administration’s reform strategy.
Speaking to journalists after receiving the award, ENGIS Managing Director, Chiwetalu Nwatu, expressed his appreciation for the national recognition.
“The success of ENGIS exemplifies the strong leadership style of Governor Mbah, who has shown clear direction in the use of technology to transform governance,” Nwatu said. “His reforms have given agencies the support needed to work smarter and serve the people better, while his vision has brought a new era of efficiency and digital growth in the state.”
Analysts and residents have praised Governor Mbah’s bold reforms, crediting his administration for building an enabling environment where digital platforms thrive and attract investor confidence.
“Governor Mbah has made Enugu a leading state in transparency in land administration,” one observer noted. “His model proves that good governance powered by technology can bring real change.”
In another significant win, the Enugu North Local Government Area, led by Ibenaku Harford Onoh, was named Digital Local Government of the Year. The LGA was celebrated for its groundbreaking innovations, including the Shop Allocation Management System, automated revenue collection portal, and fully functional digital website, among other citizen-focused tech initiatives.
The GovTech Awards are one of Nigeria’s most competitive public sector recognitions, honoring excellence and innovation after rigorous screening and evaluation.
Reacting to the award, Dr. Ibenaku Onoh described the recognition as both an honour and a responsibility.
“Enugu North Local Government, under my leadership, took its programmes and policies from the Tomorrow is Here agenda of Governor Peter Ndubuisi Mbah, who is an innovative leader,” he stated.
“The governor’s forward-thinking policies have inspired local governments to embrace technology in their operations, and we will continue to build on these efforts to serve our people better.”
Dr. Onoh assured that more technology-driven initiatives would be unveiled in the coming months to deepen service delivery and bring governance closer to the people.
