The Federal Government has stepped in to mediate the escalating rift between the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) and the management of Dangote Refinery, convening an emergency closed-door meeting in Abuja on Wednesday.
The high-level meeting, which is currently taking place at the Conference Hall of the Ministry of Labour and Employment, was convened at the instance of the Minister of Labour and Employment, **Mohammad Maigari Dingyadi**, who is personally leading the government’s negotiation team.
PENGASSAN’s delegation is led by its National President, Comrade Festus Osifo, accompanied by the General Secretary of the Trade Union Congress (TUC), Dr. Nuhu Toro, while top representatives of Dangote Refinery are also in attendance.

The federal government had, on Sunday, summoned both parties to the negotiating table following reports of growing tensions that had triggered industrial action by union members.
The meeting, initially slated for 2:00 pm, eventually commenced at 3:50 pm due to the late arrival of key stakeholders. After brief opening remarks, the session quickly went into a closed-door discussion expected to last several hours.
In his opening statement before the meeting moved into a private session, Minister Dingyadi underscored the urgency of resolving the crisis, warning that the matter was too critical to be ignored.
“What’s happening today is very dear to our economy and to the security of country. We have been informed that PENGASSAN is on strike,” Dingyadi said.
The Minister stressed that the government was determined to broker a resolution that would protect workers’ rights while safeguarding the nation’s economic interests, given the strategic importance of Dangote Refinery to Nigeria’s energy security.
Details of the deliberations are expected to be made public after the meeting ends, with stakeholders hopeful that an agreement will be reached to end the industrial action and prevent further disruptions in the oil and gas sector.
